Child Care Leave (CCL) Rules for Railway Employees – Important Guidelines You Must Know
Child Care Leave (CCL) is one of the most important welfare provisions available to Railway employees for taking care of their children. However, many employees are confused about whether the entire 730 days of CCL can be taken at one time.
The answer is No.
Indian Railways has placed certain restrictions on the number of spells allowed in a calendar year, which makes it impossible to avail the full 730 days continuously in one stretch.
Here are the latest and most important rules regarding Child Care Leave (CCL) for Railway employees.
What is Child Care Leave (CCL)?
Child Care Leave is granted to:
-
Female Railway employees
-
Single male Railway employees
for taking care of their two eldest surviving children for purposes such as:
-
Education
-
Sickness
-
Examinations
-
Hospitalization
-
Other child care needs
Total CCL Entitlement
A Railway employee can avail:
✅ Maximum 730 Days During Entire Service
This is the total lifetime limit for Child Care Leave.
However, this does not mean the leave can be taken in one continuous spell.
Can 730 Days of CCL Be Taken at One Time?
❌ No, It Is Not Possible
CCL is restricted by the number of leave spells allowed in a calendar year.
Current Rule:
-
Maximum 3 spells of CCL are permitted in one calendar year.
Therefore, employees cannot continuously remain on CCL for the entire 730 days in one go.
Special Provision for Single Female Railway Employees
Single female Railway servants get additional relaxation.
✅ Up to 6 Spells in a Calendar Year Allowed
This provision provides greater flexibility for employees managing children alone.
Big Relief: Additional Spells Allowed for Hospitalization
As a welfare measure, Railway administration has permitted relaxation in genuine medical emergencies.
✅ Up to 3 Additional Spells Can Be Allowed
This relaxation is applicable when:
-
The child is admitted to hospital as an inpatient.
This means the authority may allow:
-
More than the normal 3 spells (or 6 spells for single female employees).
Minimum Duration of One CCL Spell
✅ Minimum 5 Days at a Time
CCL cannot normally be granted for less than five days.
Earlier Rule
Previously, the minimum duration was:
-
15 days
Later, the rule was relaxed and now only 5 days minimum leave is required.
Prior Approval Is Mandatory
Many employees believe CCL is automatic. However:
❌ CCL Cannot Be Claimed as a Matter of Right
Employees must obtain:
-
Prior approval from the competent leave sanctioning authority.
Without approval, leave cannot be treated as sanctioned.
Important Clarification on Continuous Leave
180-Day LAP Restriction Does Not Apply to CCL
The restriction applicable to Leave on Average Pay (LAP):
-
Maximum 180 days at a stretch
does NOT apply to Child Care Leave.
But There Is Still One Overall Limit
Although the 180-day restriction is not applicable:
✅ Total Continuous Leave Cannot Normally Exceed 5 Years
CCL is counted within the overall limit of continuous leave allowed under Railway leave rules.
Important Points Railway Employees Should Remember
✔ Total CCL entitlement = 730 days
✔ Only 3 spells allowed per year
✔ Single female employees can avail 6 spells
✔ Additional spells possible during hospitalization
✔ Minimum leave duration = 5 days
✔ Prior approval is compulsory
✔ 180-day LAP restriction not applicable
✔ Overall continuous leave limit remains 5 years
Child Care Leave is a valuable welfare measure for Railway employees, especially for working mothers and single parents. While employees are entitled to a total of 730 days of CCL during service, the leave cannot be availed continuously in one stretch because of restrictions on the number of spells permitted each year.
Employees are advised to carefully plan their leave and obtain prior approval to avoid administrative complications.
