PVC Full Form: Price Variation Clause
Reference: Clause 46A of GCC for Works
PVC is an important topic for Railway Departmental, ACM, Works and CBT examinations.
It is a provision used to deal with changes in the prices of important components of a works contract during its execution.
What is PVC?
PVC (Price Variation Clause) protects both:
Contractor, when prices increase, and
Railways, when prices decrease.
Simple Meaning
PVC = Adjustment of contract price due to change in prices during execution of the work.
When is PVC Applicable?
PVC is generally applicable when the Contract Agreement Value is ₹2 Crore or more.
⚠️ Very Important
PVC is based on the:
Contract Agreement Value
and NOT on Tender Value.
Example
Suppose:
Tender/NIT value = ₹2.50 Crore
Contract Agreement value = ₹1.75 Crore
In this case, PVC will not apply, even if the final value later becomes ₹2 Crore or more because of variation in quantities.

Can PVC Apply Below ₹2 Crore?
Yes.
The authority competent to accept the tender or the SAG officer of the Executive Department, whichever is higher, may decide:
Not to apply PVC even when the Contract Agreement Value is ₹2 Crore or more; or
To apply PVC when the Contract Agreement Value is less than ₹2 Crore.
Condition
Such a decision requires:
Concurrence of Associated Finance
and must be included in the Special Conditions of Contract before issue of NIT.

PVC is not applicable to:

Items on Which PVC is NOT Admissible
PVC is not admissible for the following:

Fixed Component – 15%
A 15% fixed component is kept outside price variation.
Therefore:
Fixed Component = 15%
It is not considered for PVC calculation.
Base Month
The Base Month is normally:
One month before the Tender Closing Date
Example
Tender Closing Date = 5 July 2022
Therefore:
Base Month = June 2022
Base Quarter
The Base Quarter starts from the month immediately following the Base Month.
Example
If:
Base Month = June 2022
Then:
Base Quarter = July to September 2022
Price Variation – Which Index is Used?
Price variation is calculated using the average Price Index of the quarter under consideration.
Remember
Base Month → Base Quarter → Average Index of Quarter → Price Variation
Labour Component – Simple Formula
The formula for Labour Price Variation is:
L = W × (Lq − Lb) × Lc / (Lb × 100)
Where:

If prices decrease:
