Railway Works | GCC Clause 46A | ACM Exam Notes

PVC Full Form: Price Variation Clause
Reference: Clause 46A of GCC for Works

PVC is an important topic for Railway Departmental, ACM, Works and CBT examinations.

It is a provision used to deal with changes in the prices of important components of a works contract during its execution.

What is PVC?

PVC (Price Variation Clause) protects both:

  • Contractor, when prices increase, and

  • Railways, when prices decrease.

Simple Meaning

PVC = Adjustment of contract price due to change in prices during execution of the work.

When is PVC Applicable?

PVC is generally applicable when the Contract Agreement Value is ₹2 Crore or more.

⚠️ Very Important

PVC is based on the:

Contract Agreement Value

and NOT on Tender Value.

Example

Suppose:

  • Tender/NIT value = ₹2.50 Crore

  • Contract Agreement value = ₹1.75 Crore

In this case, PVC will not apply, even if the final value later becomes ₹2 Crore or more because of variation in quantities.

🎯 EXAM TIP:
PVC eligibility → Contract Agreement Value, NOT Tender Value.

Can PVC Apply Below ₹2 Crore?

Yes.

The authority competent to accept the tender or the SAG officer of the Executive Department, whichever is higher, may decide:

  1. Not to apply PVC even when the Contract Agreement Value is ₹2 Crore or more; or

  2. To apply PVC when the Contract Agreement Value is less than ₹2 Crore.

Condition

Such a decision requires:

Concurrence of Associated Finance

and must be included in the Special Conditions of Contract before issue of NIT.

Contracts Where PVC Does Not Apply

PVC is not applicable to:

ContractPVC
AMC – Annual Maintenance Contract❌ Not Applicable
Zonal Contract❌ Not Applicable

🎯 Remember: AMC + Zonal Contract = No PVC

Items on Which PVC is NOT Admissible

PVC is not admissible for the following:

No.Item
1Specific payments to Consultants
2Materials supplied by Railways free of cost or at fixed rates
3Fixed Component – 15%
4Extra NS items, except where PVC and Base Month have been specifically agreed while fixing the rates

Easy Memory

Consultant + Railway Material + 15% Fixed Component + Extra NS Items

Fixed Component – 15%

A 15% fixed component is kept outside price variation.

Therefore:

Fixed Component = 15%

It is not considered for PVC calculation.

Base Month

The Base Month is normally:

One month before the Tender Closing Date

Example

Tender Closing Date = 5 July 2022

Therefore:

Base Month = June 2022

Base Quarter

The Base Quarter starts from the month immediately following the Base Month.

Example

If:

  • Base Month = June 2022

Then:

  • Base Quarter = July to September 2022

Price Variation – Which Index is Used?

Price variation is calculated using the average Price Index of the quarter under consideration.

Remember

Base Month → Base Quarter → Average Index of Quarter → Price Variation

Labour Component – Simple Formula

The formula for Labour Price Variation is:

L = W × (Lq − Lb) × Lc / (Lb × 100)

Where:

SymbolMeaning
LAmount of Labour Price Variation
WGross value of Work
LqAverage Labour Price Index of the quarter under consideration
LbLabour Price Index for the Base Period
LcPercentage of Labour Component

W – Gross Value of Work excludes:

  • Specific payments to consultants

  • Railway-supplied materials, free or at fixed price

  • Price value of Steel and Cement

🎯 EXAM TIP: For labour PVC, remember Lq = Current Quarter Index and Lb = Base Period Index.

PVC During Extended Period of Contract

This is one of the most important areas for MCQs.

Extension under Clause 17-A

When the extension is due to Railway's delay:

PVC = Applicable

Extension under Clause 17-B

When the extension is due to Contractor's delay:

If prices increase:

PVC = Not Applicable

If prices decrease:

PVC = Applicable, because it is favourable to Railways.

Extension Period – Easy Table

Reason for ExtensionPrice MovementPVC
Railway's delay – Clause 17-AIncrease/Decrease✅ Applicable
Contractor's delay – Clause 17-BPrices increase❌ Not Applicable
Contractor's delay – Clause 17-BPrices decrease✅ Applicable to Railway's benefit

🧠 Super Memory Trick

Railway Delay → PVC applies

Contractor Delay → PVC only when it benefits Railway

In simple terms:

Contractor Delay + Price Increase = No PVC

Contractor Delay + Price Decrease = PVC applies
